PUC model tariff

Generally more than 50 MW individually or 100 MW in aggregate. Cost causation, collateral, studies, contract terms, exit protections, and queue transparency are the model; utility-specific implementation still matters.

One project can have several administrative identities.

Public counts can describe more than 100 proposals in sourced information, projects that contacted DEP, projects with at least one permit application, projects fully permitted for an initial phase, or tax-exemption certificates. Those datasets use different definitions and do not prove one clean progression.
